Discounts available on an empty property

Find out if an empty property you own is eligible for a discount.

From 2013, the Government made changes to the Local Government Finance Act 2012. Councils now have discretionary powers to change some empty property discounts and exemptions.

Councils can either reduce or remove council tax discounts on empty properties. This is to encourage owners of empty homes to bring their properties back into use.

Newcastle City Council takes a proactive approach so properties are not left empty unnecessarily. This is to prevent properties falling into misuse or dereliction.

Empty property discounts fall into a certain class depending on the circumstances. We have applied discretionary powers to some of these classes as detailed below:

Discount Class Description of property class
0% full charge applied A Furnished Holiday Let
0% full charge applied B Furnished and unoccupied properties, including second homes
0% discount C Unoccupied and unfurnished. Please note: from 1 April 2023 the council tax charge is due from the date the property becomes unoccupied and unfurnished. 
0% full charge applied D Properties requiring structural alterations or major repairs
50% E Main residence of armed services serving personnel - 50% Discount (Some restrictions apply)
50% F An annex being used by a person living in the main residence as part of their main home 
50% G Unoccupied second properties where liable person occupies employment tied accommodation

Apply for an Empty Property Discount

You must still pay the amount on your existing council tax bill until you hear from us. We will issue a new bill if you qualify for the reduction.

Overpayment

If you paid by Direct Debit, we will refund any overpayment back into your bank account. Otherwise, you will receive a credit notice so that you can claim a refund.

If you no longer qualify for discount

You must tell us within 21 days if you believe that you are no longer entitled to the discount or exemption. If you were not entitled to all or part of the reduction, we will send you a backdated revised council tax bill.
