Apply online to work on public roads and pavements while installing or maintaining apparatus. Apparatus includes any of these which go under, over, across, along, or upon the highway:
- Drains
- Cables
- Ducts
- Sewer pipes
- Water and gas pipes
If you do not intend to place or retain apparatus you will need to apply for a Road Opening Notice instead.

It will take us 30 days to process your application.
If your proposed work dates conflict with other works or are within seasonal restrictions, we will contact you to arrange alternatives. If you cannot complete the works on the alternative dates, we will refund the application fee.
Road Closures
If you need to close a road or restrict traffic movement, such as introducing a temporary one-way system, you will need to apply for a Temporary Traffic Regulation Order (TTRO). It takes us 12 weeks to process a TTRO.
Temporary Traffic Signals
You will need to complete the traffic management section of the permit application if you want to place temporary traffic signals during the works.
Before You Apply
Before you apply, you will need this information:
- Your company details
- Company name
- Registered address
- Phone number
- Work period
- Site location plan
- Public Liability Insurance and Employers Liability Insurance of at least £10 million
- Insurance company
- Registered address
- Level of cover
- Cover period
- Policy number
- Confirmation that all workers have the required qualifications
- Waste transfer note
- Responses from utility companies clearly showing the limits of any apparatus that may impact on your work along with a completed declaration form
Next Steps
You will receive your licence by email from no-reply@symology.co.uk once we have reviewed and approved your application. You must always display the licence on site.
If you need to amend or extend your licence, you will need to email us at streetworks.permits@newcastle.gov.uk quoting your original application reference and pay a £15 fee.
Notifications
You must notify us within two hours of starting the works and again within two hours of completing the works.
Once you have completed the works you must submit reinstatement details within 10 weekdays.
