Newcastle Movement Strategy

The Movement Strategy will improve transport and shape the way we travel up to 2045.

We adopted the Movement Strategy in September 2025. This is a plan to shape the future of transport in Newcastle by improving how we move around.  

The Movement Strategy will guide how we develop our transport until 2045

We want to create a transport network that is: 

  • efficient
  • safe
  • accessible
  • inclusive 

By making it easier for everyone to get around, we can: 

  • help people to be more active, happier and healthier by making it safer and easier for people to walk, wheel, cycle and use public transport.
  • reduce issues and inequalities that can affect your travel choices by ensuring networks meet everyone’s needs, including disabled people, families, and older people.
  • support people and businesses, and strengthen our economy by improving access to jobs, training and other opportunities.
  • create safer and more vibrant places for people to live, work, study, and play by reducing traffic and improving air quality.
  • improve our wider environment by reducing Newcastle’s carbon footprint. 

We need our transport systems to work for all our residents, businesses, and visitors. So that everyone can make travel choices that are right for them and the journeys they make. 

Next Steps 

The Movement Strategy for Newcastle will supplement the North East Transport Plan as well as Newcastle and Gateshead’s Local Plan:

  • The North East Transport Plan is the North East Combined Authority’s core strategy for transport, which sets out the regional ambitions up to 2040
  • The Newcastle and Gateshead’s Local Plan sets out how wider development and planning policy will help to shape the city in the coming years.
