What are Resident Scratchcards

Resident Scratchcards are for residents who needs to park during parking restriction hours, like social gatherings. 

Unused Resident Scratchcards have no expiry date, so can be used when needed.

You will be eligible for Resident Scratchcards if you live at an eligible property. See the list of eligible properties.

Applying for Resident Scratchcards

To apply for Resident Scratchcards you must live at an eligible address and provide proof of residency documentation.

Proof of Residency

Accepted proof of residency documents are:

  • council tax statement
  • tenancy agreement (must include start and end dates)
  • utility bill
  • deposit protection scheme letter (must include start and end dates)
  • completion statement or solicitor email
  • bank statement (financial information can be removed)

All documents must include:

  • your name (or names of all tenants)
  • the property address
  • an issue date within the past 3 months

If the start date of your tenancy is over 3 months ago, you’ll also need to provide a dated letter from your landlord or letting agent.

You can apply for a Resident Scratchcard permit online

Please apply up to 14 days before the scratchcards are needed if possible.

After you have applied

You should receive an email within 14 days. Please check your junk/spam folder.

We issue at most 60 scratchcards in 12 months. They can be ordered in sets of 5, 10 or 20. You can purchase books of scratch cards for full or half days.

The full day scratchcard is valid from any time on the date you scratch off until 10.00am the following day.

The half day scratchcard is valid:
Morning/AM: between the hours of midnight and 12.00 noon
Afternoon/PM: between the hours of 12.00 noon and 10.00am the following day

Scratchcard costs and payment

The scratchcard costs:

  • full day: £2
  • half day: £1

If you have received approval for scratchcards, payment can be made online or using the link in the email.

Resident Scratchcards are posted to the permit the next working day after payment.

If you have not received your scratchcards 7 days after paying for them please contact Parking Services at parkingpermits@newcastle.gov.uk.

Where you can use your scratchcard

Resident scratchcards can be used on any street within the same permit zone (for example, J2, OB1, G3). You must check the bay is for permit holders.
