Applying for a Resident Permit
Resident Permits are for residents who live within Newcastle and have parking restrictions in their area. Resident Permits can be used on any street in the same permit scheme zone (for example, J2, OB1, G3). See where you need a Resident Permit.

Applying for a permit
Before you apply, make sure:
- your property is eligible for this permit
- you are applying at least 14 days before you need the permit, if possible
- you have the right documents, preferably in PDF or Word format and an issue date within the past 3 months
- your vehicle is taxed and has a valid MOT
- you’ve checked if your vehicle is a low emission vehicle. Vehicles with emissions up to 110 g/km qualify
You do not pay for your permit when you apply. You pay after your application is approved.
Applications for permits can be made online. You can get up to two permits per property.
Documents you will need
For your Resident Permit application, you will need
- proof of residency
- proof of vehicle
Proof of Residency
Accepted proof of residency documents are:
- council tax statement
- tenancy agreement (must include start and end dates)
- utility bill issued in the last 3 months
- deposit protection scheme letter (must include start and end dates)
- completion statement or solicitor email
- bank statement (financial information can be removed)
All documents must include:
- your name (or names of all tenants)
- the property address
- an issue date within the past 3 months
If the start date of your tenancy is over 3 months ago, you’ll also need to provide a dated letter from your landlord or letting agent.
Proof of Vehicle
Accepted proof of vehicle documents are:
- vehicle registration document (V5C/logbook)
- vehicle insurance certificate
- lease/hire agreement
- a previous valid parking permit
All documents must include:
- your name
- vehicle registration
If you use a company vehicle
If you use a company vehicle, you must provide:
- the vehicle registration document or the lease/hire agreement
- a pay slip showing your link to the company
All documents must include the company's name.
If you use multiple work vehicles, you must provide:
- vehicle registration documents (V5C/logbook) or lease hire agreements for three different vehicles
- your pay slip (financial information can be removed)
Low Emission Discount
The rules for getting a Low Emission Discount, which are set by the legal order for permits, have changed.
New applications and requests to change a vehicle registration must now meet the new limit of 110g/km or below.
If you already have a permit discount with the old limit of 120g/km or below, you will keep your discount if your next renewal is in this calendar year (2026).
From 2027 onwards, any:
- renewal
- new application
- change of vehicle request
will need to meet the new limit of 110g/km or below.
After you apply
You should receive an email within 14 days. Please check your junk/spam folder.
If your application is approved
The email will include a link to pay for your permit. You need to pay within 14 days, or your application may be withdrawn.
If you have not heard from us
Check your junk or spam folders. If you still have not received an email after 14 days, contact us at parkingpermits@newcastle.gov.uk. Include your reference number in the email.
When can you expect to receive your permit
Permits are posted to the permit address in time for the permit start date. Your permit cannot be posted to any other address.
For rental properties, permits are sent within 1 or 2 days of the tenancy/permit start date, regardless of when payment was made.
For permit renewals, you should receive your new permit within 7 days of paying.
While waiting for your permit, you can print your payment confirmation email and use it as a temporary parking permit for up to 14 days. Make sure your payment date and permit reference number are visible.
