Yellow lines are used on roads in Newcastle to help keep traffic moving safely. They also help make sure pedestrians can use pavements without cars blocking their way. If you do not follow these rules you may receive a PCN.
Single Yellow Lines
A single yellow line is one yellow line painted on the road.
You can't park on single yellow lines during the hours of control. The hours will be displayed on kerbside signs. The rule applies to the whole width of the road on that side, including the pavement and any grass verge.
You can stop to pick up or drop off passengers, but you cannot wait.
Double Yellow Lines
A double yellow line is two yellow lines painted on the road.
They apply all day, every day. You must not park on the pavement or verge next to double yellow lines at any time. The rule applies to the whole width of the road on that side, including the pavement and verge.
You can stop to pick up or drop off passengers, but you cannot wait.
Blue Badge Holders
Blue Badge holders can park on single or double yellow lines for up to 3 hours, as long as:
- a valid Blue Badge is clearly displayed
- a correctly set clock shows the arrival time
- there are no yellow kerb markings (which mean a loading ban)
Blue Badge holders cannot park where a loading ban is in place.
Loading and unloading
You can load and unload on single or double yellow lines if there is no loading ban. Loading or unloading is only allowed when the items are heavy, large, or many of them, making it difficult to carry them from a normal parking space.
A Civil Enforcement Officer (CEO) will check that loading or unloading is taking place. If not, you may receive a Penalty Charge Notice (PCN).
Loading Bans (Yellow Kerb Markings)
Some streets have yellow lines and yellow marks on the kerb:
- a single yellow kerb mark – loading is banned at certain times. A kerbside sign will show these times
- a double yellow kerb mark – loading is banned at all times
You may stop to pick up or drop off passengers where a loading ban is in place.
Dispensations
If a vehicle needs extra time to load or unload, the driver can apply for a dispensation to park on yellow lines.
A dispensation is also needed to park on yellow lines when a loading ban is in place.
Pedestrian Zones
In pedestrian zones the road surface is usually raised to show drivers they are entering a shared space. Signs at the entrance of the pedestrian zone show the hours of operation. Pedestrian Zones do not have yellow lines.
Drivers must take extra care, as many pedestrians may be using the area.
Any vehicle parked in a Pedestrian Zone during its operating hours, without a dispensation or Blue Badge, will receive a PCN.
If you are not a blue badge holder, to park in a pedestrian zone you will need to apply for a dispensation.
Blue Badge Holders
Where only waiting restrictions apply, Blue Badge holders may park for up to 3 hours as long as:
- a valid Blue Badge is clearly displayed
- a correctly set clock shows the arrival time
- there are no yellow kerb markings (which mean a loading ban)
Blue Badge holders cannot park where a loading ban is in place.
