The decision follows a formal consultation showing that parts of the private rented sector in these areas continue to experience high levels of anti-social behaviour, deprivation and inconsistent property management.
From October 2026, landlords letting privately rented homes within the designated area will be required to apply for a licence and meet clear standards for property condition, safety and management.
Selective Licensing is a tool available to local authorities to help improve the management and condition of privately rented housing in areas experiencing persistent challenges. If implemented, the scheme would require all landlords of private rented homes within the designated area to obtain a licence and comply with clear standards for property management and maintenance.
The Council recognises that many landlords already provide good-quality homes and manage their properties responsibly. Selective Licensing helps ensure a level playing field, tackling persistently poor practice while supporting landlords to maintain standards and comply with legal requirements.
